Understanding Thailand's Car Insurance System

In Thailand, car insurance is organised into classes (Class 1, 2, 2+, 3, 3+). The CTPL (Compulsory Third-Party Liability — known locally as 'Por Bor Bor' or พรบ.) is legally mandatory for every vehicle. It covers only bodily injury to third parties and offers very limited protection.

Beyond the mandatory CTPL, Classes 1 to 3 are voluntary insurance options that extend coverage based on your needs. For expats with a new or valuable vehicle, Class 1 (comprehensive) is strongly recommended.

How to Choose Your Insurance Class

For a new or less than 5-year-old vehicle, Class 1 is recommended. For an older car, Class 3 may be sufficient.

What insurance is mandatory to drive in Thailand?
The CTPL (พรบ. — Por Bor Bor) is mandatory for every registered vehicle in Thailand. Without it, your vehicle cannot pass the annual roadworthiness inspection and you risk a fine. It only covers bodily injury to third parties with very low payout limits.
Can a foreigner insure a car in Thailand?
Yes, with a valid international or Thai driving licence. Expat residents can obtain a Thai licence (conversion is possible for most foreign licences). Some insurers may require a local Thai licence for premium Class 1 policies.
What should I do after a car accident in Thailand?
Do not move the vehicles. Call the police (191) and contact your insurer. Photograph all positions, damage and licence plates. If there is a dispute about fault, wait for the police before moving anything. Always keep your insurance card in the vehicle.
Does Class 1 cover theft?
Yes, Class 1 covers theft and fire in addition to collision damage. Class 2 covers theft and fire but not all collision scenarios. Always check the specific definitions with your insurer as terms can vary between providers.
Is the CTPL included in my voluntary insurance?
No, the CTPL (พรบ.) is a separate mandatory policy. Your voluntary Class 1, 2 or 3 insurance is in addition to it. You must renew both each year. Some insurers bundle them for convenience.
